Accordingto the latest data from the Global Semiconductor Trade Statistics Association(WSTS), global chip industry sales in the first quarter of 2019 were $96.8billion, down 13% from $111.1 billion in the same period last year, comparedwith $114.7 billion in the previous quarter. It fell 15.5%, the fourth biggestdecline in the industry in 35 years. Amongthem, the global chip market in March was only 32.3 billion US dollars, down13% year-on-year and down 1.8% from the previous month. ICInsights, the market regulator, also gave similar conclusions. The data is evenmore horrible: the chip industry fell 17.1% in the third quarter, the biggestdecline since 2001, and the fourth largest since 1984, second only to 20.5% inthe first quarter of 2001 (the Internet bubble burst) and 18.0% in the firstquarter of 1985. Morepessimistic, since 1984, if the chip industry fell more than 10% in the firstquarter, it will fall at least 9% for the whole year. IC Insights believes thatthis year will not be an exception. 
Ofcourse, the first quarter is the traditional off-season. The chip industry hasfallen by an average of 2.1% in the past 36 years, but this year's situation isparticularly grim. ICInsights analysis believes that as a global chip giant, Intel has to bear themain responsibility, the processor continues to be largely out of stock,seriously damaging the entire PC industry, and Intel itself has just admittedthat the shortage of goods will continue at least until the third quarter ofthis year. As faras different regions are concerned, the Chinese market is the best. It can besaid that it is also the only good one, with a year-on-year growth. TheEuropean growth rate was 6.8% year-on-year, and all other regions fell morethan 9%. Industryexperts suggest that relevant US departments adjust measures as soon aspossible to stimulate the development of the chip industry, includingincreasing investment in research, introducing and retaining high-tech talent,keeping the market open, and strengthening intellectual property protection.

当然,第一季度是传统淡季,过去36年来芯片行业平均下跌2.1%,但今年形势格外严峻。 IC Insights分析后认为,作为全球芯片巨头,Intel要承担主要责任,处理器持续大面积缺货严重挫伤了整个PC产业,而且Intel自己也刚刚承认,缺货问题至少会延续到今年第三季度。 就不同区域而言,中国市场是最好的,可以说也是唯一比较利好的,同比环比都有增长,欧洲环比增长但同比跌了6.8%,其他地区全部都跌了超过9%。 行业人士建议美国相关部门尽快调整措施,刺激芯片行业发展,包括增加科研投资、引进并留住高科技人才、保持市场开放、加强知识产权保护等等。
