In thisbeautiful spring season, I am very happy to join the distinguished guests toattend the 2nd "Belt and Road" International Cooperation Summit.First of all, on behalf of the Chinese government and the Chinese people, andin my own name, I would like to extend a warm welcome to all of you!

Two years ago, weheld the first summit forum here, planning a blueprint for cooperation inpolicy communication, facility connectivity, trade smoothness, capital finance,and people's hearts. Today, friends from all over the world come togetheragain. I look forward to working with you to look forward to the future andwork together to create a bright future for the “One Belt, One Road”.

Colleagues, friends!

The “One Belt, OneRoad” initiative was jointly established to focus on interconnection, deepenpragmatic cooperation, and work together to address the various risk challengesfacing humanity and achieve mutual benefit and common development. With the concertedefforts of all parties, the interconnection and interoperability framework of“Six Corridors and Six Roads Multi-Country and Multi-Port” has basically takenshape. A large number of cooperation projects have taken root, the achievementsof the first summit forum have been successfully implemented, and more than 150countries and international organizations have signed with China. Establish a"One Belt, One Road" cooperation agreement. The “One Belt, One Road”initiative will be co-located with the development and cooperation plans ofinternational and regional organizations such as the United Nations, ASEAN, AU,EU, and Eurasian Economic Union, and will be linked to the developmentstrategies of various countries. From Asia and Europe to Africa, the Americasand Oceania, the “One Belt and One Road” has opened upnew space for world economic growth, builta new platform for international trade and investment, and expanded newpractices for improving global economic governance. Welfare has made new contributionsand has become a common road of opportunity and a road to prosperity. Factshave proved that the joint construction of the “Belt and Road” has not onlyprovided new opportunities for the development of all countries in the world,but also opened up a new world for China's open development.

The"One Belt, One Road" is built together, conforming to the historicaltrend of economic globalization, complying with the requirements of the era ofglobal governance system reform, and adapting to the people of all countries. ——We must adhere to the concept of openness,greenness and cleanliness, not to engage in the exclusion of exclusive circles,to use green as a background, to promote green infrastructure construction,green investment, green finance, to protect the common home on which we depend,and to uphold everything. Cooperation works in the sun and fights corruptionwith zero tolerance. We launched the "Integrity Silk Road BeijingInitiative" and are willing to work with all parties to build a smooth andclean Silk Road.

——We must strive to achieve high standards,benefit the people's livelihood, and achieve sustainable goals. We willintroduce rules and standards that are generally supported by all parties, andpromote enterprises to follow the generally accepted international rules andstandards in project construction, operation, procurement, bidding and otheraspects. Respect national laws and regulations. We must adhere to thepeople-centered development thinking, focus on eradicating poverty, increasingemployment, improving people's livelihood, and let the achievements of the “OneBelt, One Road” benefit all the people, making a real contribution to localeconomic and social development, while ensuring commercial and Financialsustainability, to do good and good, good and good.

The key tobuilding a “One Belt, One Road” is interconnection. We should build a globalinterconnected partnership to achieve common development and prosperity. Ibelieve that as long as we work together and watch each other, even if we areseparated from each other, we will be able to walk out of a mutually beneficialand win-win road.

Infrastructure isthe cornerstone of connectivity and the bottleneck facing many countries.Building high-quality, sustainable, risk-resistant, reasonably priced, andinclusive infrastructure will help countries to fully utilize resourceendowments, better integrate into global supply chains, industrial chains, andvalue chains to achieve linkage development. China will continue to work withall parties to build an economic corridor based on the New Asia-EuropeContinental Bridge, with a large channel such as the Central European banquet,the new land and sea channel, and aninformation highway as the skeleton, andthe interconnection based on railways, ports, and pipe networks. Interworkingnetwork. We will continue to play the role of building a “One Belt, One Road”special loan, Silk Road Fund, and various special investment funds to developSilk Road theme bonds and support the effective operation of the multilateraldevelopment financing cooperation center. We welcome multilateral and nationalfinancial institutions to participate in the “One Belt and One Road” investmentand financing, encourage third-party market cooperation, and achieve the goalof mutual benefit through multi-participation.

Commodity,capital, technology, and personnel circulation can provide strong momentum andbroad space for economic growth. "The rivers and seas do not choose atrickle, so they can be deep." If people artificially block the inflow ofrivers, the big sea will sooner or later have a dry day. We must promote theliberalization and facilitation of trade and investment, clearly opposeprotectionism, and promote economic globalization toward a more open,inclusive, inclusive, balanced, and win-win direction. We will negotiatehigh-standard free trade agreements with more countries, strengthen cooperationin customs, taxation, auditing and supervision, establish a “One Belt and OneRoad” tax collection and managementcooperation mechanism, and accelerate thepromotion of “certified operators” international mutual recognitioncooperation. . We have also formulated the “One Belt and One Road” FinancingGuiding Principles and issued the “One Belt, One Road” Debt SustainabilityAnalysis Framework, which provides guidance for the joint construction of the“Belt and Road” financing cooperation. China will hold the second ChinaInternational Import Expo this year to build a broader platform for all partiesto enter the Chinese market.
