Heads ofinternational organizations,

Ladies andgentlemen, friends:

尊敬的各位国家元首，政府首脑，

各位高级代表，

各位国际组织负责人，

女士们，先生们，朋友们：

Innovation isproductivity, enterprises rely on it, and the country depends on it. We mustconform to the development trend of the fourth industrial revolution, jointlygrasp the opportunities of digitalization, networking and intelligentdevelopment, jointly explore new technologies, new formats, new models, explorenew growth kinetics and development paths, build digital silk roads, andinnovate. Silk Road. China will continue to implement the “One Belt and OneRoad” scientific and technological innovation action plan, and work togetherwith the parties to promote four major initiatives: scientific andtechnological humanities exchanges, joint construction of joint laboratories,cooperation in science and technology parks, and

technologytransfer. We will actively implement the innovative talent exchange program,and support 5,000 person-times of Chinese and foreign innovative talents tocarry out exchanges, training and cooperation research in the next five years.We will also support enterprises in various countries to cooperate to promotethe construction of information and communication infrastructure and improvethe level of network interconnection.

Developmentimbalance is the biggest imbalance in the world today. In the process of buildingthe “Belt and Road”, we must always look at the issues from the perspective ofdevelopment and integrate the concept of sustainable development into allaspects of project selection, implementation and management. We must work hardto strengthen international development cooperation, create more developmentopportunities and space for developing countries, and help them escape povertyand achieve sustainable development. To this end, we have established the “OneBelt and One Road” Sustainable Cities Alliance and the Green DevelopmentInternational Alliance with all parties, formulated the “One Belt and One Road”Green Investment Principles, and launched the “Caring for Children, SharingDevelopment, and Promoting Sustainable Development

Goals” cooperation.initiative. We started to build a “One Belt, One Road” eco-environmental bigdata service platform, and will continue to implement the Green Silk RoadMessenger Scheme and work with relevant countries to implement the “One Belt,One Road” South-South cooperation plan for climate change. We will also deepencooperation in the fields of agriculture, health, disaster reduction, waterresources, and strengthen cooperation with the United Nations in the field ofdevelopment, and strive to narrow the development gap.

We must activelybuild bridges for mutual learning and mutual learning among differentcivilizations, and carry out in-depth humanities cooperation in education,science, culture, sports, tourism, health, archaeology, etc., strengthenexchanges between parliaments, political parties, and non-governmentalorganizations, and close women, youth, and disabled people. And other groupscommunicate to form a multi-interactive humanistic exchange pattern. In thenext five years, China will invite 10,000 representatives from politicalparties, think tanks and non-governmental organizations that have jointly builtthe “Belt and Road” countries to come to China for exchanges. We will encourageand support the social organizations along the line to carry out extensivepeople-to-life cooperation, jointly carry out a series of trainingprograms in thefields of environmental protection and anti-corruption, and deepen thecooperation in human resources development in various fields. We will continueto implement the “Silk Road” Chinese Government Scholarship Program, andorganize the “One Belt and One Road” Youth Creative and Heritage Forum and the“Chinese Bridge” Summer Camp for young students. We will also set up a"One Belt, One Road" international think tank cooperation committee,a news cooperation alliance and other mechanisms to bring together the wisdomand strength of all parties.

This year marksthe 70th anniversary of the founding of the People Seventy years ago, theChinese people searched for generations and finally established a new Chinaunder the leadership of the Communist Party of China. The Chinese people havestood up since then, and the fate of the Chinese people has been in theirhands.

After 70 years ofhard work, the Chinese people have been based on their own national conditions,constantly exploring the direction of progress in practice and opening up theroad of socialism with Chinese characteristics. Today's China has stood at anew historical starting point. We know that despite the glory of theachievements, there are still mountains in front of them that need to beovertaken,and there are still one shoal waiting to trek. We will continue tomarch forward along the road of socialism with Chinese characteristics, persistin comprehensively deepening reforms, adhere to high-quality development,persist in expanding opening up to the outside world, adhere to the path ofpeaceful development, and promote the building of a community of human destiny.
